Following the clarification stage of the tender documentation for the construction of large wind and photovoltaic parks, the Tender Commission approved on Thursday a series of amendments that are an integral part of the official tender documentation.

We recall that the Republic of Moldova launched, for the first time, a tender for the construction of onshore wind power plants with a capacity of up to 105 MW and photovoltaic plants with a maximum capacity of 60 MW. The plants will be built by investors who will receive, following the tender, the status of large eligible producer and guarantees that they will be supplied with the energy produced for 15 years.

Among the main amendments are the definition of the notions of investor and connection facility, the exclusion of the phrase "project company" from the text of the tender documentation in order to avoid ambiguities. Also, additional clarifications were made regarding the period of granting the “fixed price” support scheme, the introduction of the possibility of issuing the bid and contract performance guarantees in Dollars or Euros, but also the clarification that bids can be submitted in Romanian and/or English. At the same time, the deadline for submitting the performance guarantee was extended, at the request of the eligible large producer, by a maximum of 10 working days.

Interested investors can submit their file starting with October 31, 2024. The deadline for submitting offers - March 31, 2025, 23:59 (EET). The opening of offers will take place on April 1, 2025, 09:00 (EET).

Potential investors will submit the files with the application for participation in the auction, the technical offer and the financial offer, which will be valid for a period of 180 days after the deadline for their submission. The files must also include a bank guarantee for the capacity offered, according to the tender documentation.

After the commissioning of the tendered power plants, the share of electricity from renewable energy sources will increase from 10% at the end of 2023 to 16.6%, significantly contributing to achieving the national commitment to have a 30% share of electricity from renewable sources in final consumption by 2030
