The Ministry of Energy held public consultations on 8 October on the draft Government Decision amending the Regulation on the Provision and Payment of Communal and Non-Communal Services, approved by Government Decision No. 281/2024.
The event was chaired by State Secretary Vitalie Mîța and brought together representatives of public authorities, service providers, and other stakeholders.
During the discussions, participants were presented with the draft, which introduces 27 amendments. These aim to improve metering-based billing mechanisms, ensure documented verification of metering equipment, provide for the fair allocation of consumption differences, recalculate incorrect bills according to the party at fault, and clarify the rules applicable to basements. The draft responds to complaints from thermal energy suppliers and the National Energy Regulatory Agency (ANRE) regarding non-compliant billing practices.
The presentation is available here.
Participants submitted proposals and comments, which the Ministry of Energy will review when finalizing the draft.
The Ministry of Energy has extended the deadline for submitting additional proposals and comments on the draft until 16 October 2026.
The draft will subsequently undergo anti-corruption and legal assessments before being submitted to the Government for approval.
The documents related to the draft are available on the Particip.gov.md platform.
