More and more homes in the Republic of Moldova are becoming energy efficient. Lower bills and better living conditions

April 7, 2026, Bălți–Sîngerei — More and more individual houses and apartment buildings in the Republic of Moldova are undergoing energy renovation, providing families with better living conditions, reduced energy consumption, and lower utility bills. Minister of Energy Dorin Junghietu, together with the Director of the National Center for Sustainable Energy (CNED), Ion Muntean, paid a working visit to two sites in the Bălți and Sîngerei districts included in the Residential Energy Efficiency Fund Program in Moldova (FEERM), implemented by CNED with the support of the European Union and the Government of Germany.

 

One example is the household of Ludmila Melenciuc from the village of Mîndreștii Noi, Sîngerei district. She is one of the 42 households benefiting from the program through a financing product dedicated to energy-vulnerable rural families. Ludmila, a mother of four, says that during the cold season she used to make fire twice a day to keep her children warm. The house benefited from a комплекс package of works, including wall and plinth insulation, window replacement, and modernization of the heating system.

 

“The windows were replaced because they were old, the house was insulated, and now the difference is very big. In winter it is much warmer. Energy bills have almost halved, and firewood consumption is much lower. If before I spent around 20,000 lei on firewood, this winter the consumption was about 10,000 lei. We truly feel the comfort in the house, and the investment was fully worth it.”

 

The total cost of the project amounts to 444,067 lei, of which the beneficiary’s contribution is 22,203 lei. Estimated energy savings are 33,038 kWh, representing a reduction of about 36% under standardized conditions.

 

Energy Minister Dorin Junghietu stated that home energy efficiency works bring real benefits to people by reducing bills and increasing comfort.

 

“In addition to insulating the house, a modern heating system was installed, which significantly contributes to increasing energy efficiency and reducing consumption. The Government will continue to implement housing efficiency projects with a major impact for citizens. We aim to expand these programs nationwide so that more families benefit from better living conditions, lower energy costs, and a higher level of comfort in their homes,” said Dorin Junghietu.

 

Another example is a 14-story apartment building in the municipality of Bălți, where 53 families live. The total value of the project is 5.78 million lei, of which 4.05 million lei are covered by a grant provided by CNED, representing 70% of the investment. The residents’ contribution is 30%.

 

At the same time, energy-vulnerable families benefit from additional support ranging between 15% and 90% of their own contribution, totaling approximately 389,000 lei. Thus, the total support amounts to about 4.44 million lei, while the effective contribution of beneficiaries is 1.34 million lei.

 

Renovation works include insulation of exterior walls, which will reduce heat losses by approximately 66% and generate annual savings on energy bills of around 308,000 lei. At the same time, thermal comfort in the apartments will be significantly improved.

 

“FEERM projects clearly demonstrate that investments in energy efficiency bring direct benefits to people—lower bills, warmer homes, and significantly improved living comfort. These results confirm that the direction is right and should be expanded nationwide,” stated Energy Minister Dorin Junghietu.

 

“The results observed on the ground clearly show the impact of energy efficiency investments on quality of life. Reduced consumption and improved thermal comfort confirm the effectiveness of this program and the need to expand it nationwide,” said CNED Director Ion Muntean.

 

In 2024, the Government launched the Residential Energy Efficiency Fund in Moldova (FEERM), a national program with a budget of 1.4 billion lei, aimed at financing energy renovation projects for homes across the Republic of Moldova. The program supports both multi-apartment buildings and individual households, targeting improved energy efficiency and reduced carbon emissions in the energy sector. FEERM aims to renovate at least 507,000 square meters of housing, half of which are in multi-family residential buildings. Currently, CNED collaborates with 72 Condominium Owners’ Associations, of which 17 already have financing contracts. For 2026, a budget of 200 million lei is planned for 44 Condominium Owners’ Associations.
