Energy security, preparations for the cold season and energy efficiency measures were the main topics discussed during the energy sector session of the Moldova–Germany Strategic Dialogue and Government Consultations on Development Cooperation.
The meeting was attended by Minister of Energy Dorin Junghietu and State Secretary Carolina Novac, alongside a delegation from Germany’s Federal Ministry for Economic Cooperation and Development (BMZ). The dialogue aimed to reaffirm shared priorities and identify strategic areas for the next cooperation cycle, covering 2027–2028.
“Partnership with Germany is important for strengthening the Republic of Moldova’s energy security and accelerating the transition towards a more efficient and resilient energy sector. We need sustainable investments, modern solutions for the energy efficiency of buildings, and stronger capacities among local public authorities to turn energy transition objectives into concrete projects that benefit citizens and the economy. Cooperation with our German partners gives us the opportunity to make progress in these areas and identify new solutions for the coming years,” said Minister of Energy Dorin Junghietu.
The parties discussed the current energy security situation in the Republic of Moldova and measures to prepare for the cold season. Particular emphasis was placed on sustainable financing and management models for energy efficiency projects in the buildings sector.
Participants also assessed the capacity of the local construction market to expand the services needed for the energy renovation of buildings, as well as opportunities to create jobs and strengthen cooperation between Moldovan companies and the European private sector.
The Ministry of Energy thanked its German partners for their continued support to the Republic of Moldova and expressed its readiness to expand cooperation in the energy sector’s priority areas.
Through GIZ, with financial support from the German Government, the “Energy Efficiency and Renewable Energy for Moldova” (E4M) project is being implemented to support the development of the institutional framework and mechanisms needed to expand investments in energy efficiency and renewable energy.
Another important initiative is INSPIREE, which focuses on the energy-efficient renovation of public buildings. Germany, through KfW, is providing a grant of €38.7 million as part of a €73 million programme co-financed with France. The project предусматриes investments in the energy renovation of up to 30 public buildings in the healthcare and education sectors.
