The Ministry of Energy has issued a circular to central and local public authorities, urging them to apply concrete measures to improve energy consumption efficiency within public institutions. The appeal comes in the context of the adoption of the Decision on declaring a state of emergency throughout the territory of the Republic of Moldova for a period of 60 days, dated December 16. The proposed measures were aligned with the decisions taken at the meeting of the Governmental Commission for coordinating measures to prepare for the 2024-2025 heating season and mitigate the impact of the energy crisis.
The Ministry of Energy emphasizes the importance of informing the population and involving the public administration in the rational management of energy resources, given the eminent risks to the country's energy security. Central and local public authorities, in this context, are urged to urgently implement measures to improve energy consumption efficiency, thus contributing to reducing consumption during peak hours, as well as other risks caused by the energy crisis.
The Ministry of Energy presented to public authorities a detailed list of organizational and technical measures, including those with minimal investments, that can be immediately applied in public institutions to improve the efficiency of electricity and thermal energy consumption, without affecting the comfort of citizens.
Among these, to reduce electricity consumption, it is proposed:
Using natural light and limiting the use of light bulbs, in accordance with labor standards;
Replacing incandescent bulbs with LED ones, which consume five times less energy;
Installing motion sensors for lighting in heavily trafficked areas;
Unplugging chargers from the outlet after fully charging the devices;
Disconnecting electrical appliances from the outlet when not in use, to avoid consumption in stand-by mode.
To reduce thermal energy consumption, it is proposed:
Insulating heating pipes and monitoring internal temperature to reduce heat losses;
Using electronic thermostats and thermostatic valves on radiators to optimize heat distribution;
Informing and motivating employees to use energy rationally at work, by keeping hardware and doors closed and turning off energy-consuming appliances.
At the same time, the Minister of Energy emphasized that energy efficiency is not only a cost-saving measure, but also a social responsibility. Each public institution, by applying these simple but effective measures, can contribute to reducing the pressure on the national energy system.
The Ministry of Energy urges all public authorities, regardless of the administrative level, to take immediate measures to implement them and to collaborate to maximize the positive impact on the energy economy.
