The Government Decision on the expropriation of lands intended for the construction of the 400 kV Vulcănești – Chișinău Overhead Electric Line (LEA) for electricity transmission has been amended, by completing the list with 500 additional lands, in the city of Cimișlia, the localities: Topala, Cenac, Ivanovca Nouă, Albota de sus and the commune of Băcioi. A decision in this regard was approved today by the Executive, in order to systematize cadastral information and implement the necessary changes to the technical project.
The Minister of Energy, Victor Parlicov, emphasized the strategic importance of this project for the energy security of the Republic of Moldova: “The construction of the Vulcănești – Chișinău OHL is a crucial step in the modernization of the country’s electricity infrastructure and in ensuring a stable electricity supply for consumers. The completion of this project by the end of 2025 will significantly contribute to increasing the resilience of the energy system.”
We remind you that the lands are permanently and temporarily expropriated, and the owners receive compensation from the state. The permanently expropriated ones are intended for the construction of the pillars and will be transferred to the state, and the temporarily expropriated ones will remain in the ownership of the person, after the completion of the construction works. Following the amendments to the Government Decision, in total there will be over 5450 expropriated lands, of which about 900 will be permanently expropriated.
According to the procedure, following the approval of the additions to the Government Decision, public information meetings are to be held in the mentioned locality, with the participation of representatives of local public authorities and all land owners/users. Subsequently, they will receive the expropriation proposals, which contain the amounts as compensation. After receiving the expropriation proposals, the application is completed and the confirming documents are attached, which are sent to the UCIPE address (Chisinau, 1 Alecu Russo Street, block A1, floor 16). After processing the application, compensation can be received by economic agents - in the specified bank accounts, and by individuals - at post offices, within a maximum of 60 days.
Due to the importance of the Project, in terms of the security of electricity supply to consumers in the Republic of Moldova, the construction works of the 400 kV Vulcănești-Chisinau OHL have been declared of public utility of national interest, in accordance with the provisions of Law no. 120/2022. According to the provisions of national legislation, the construction works of the line are carried out concurrently with the expropriation procedure. The construction of the overhead line is part of the Project for the Development of the Power System in the Republic of Moldova, financed by the World Bank, the beneficiary being the State Enterprise Moldelectrica and electricity consumers.
