The European Investment Bank (EIB), through its development arm, EIB Global, is expanding its support for the modernization of the healthcare sector in the Republic of Moldova under the “Energy Efficiency in Moldova” project. To this end, the European Union (EU) is providing an additional €10 million grant, managed by EIB Global and mobilized through the EU Neighbourhood Investment Platform. The grant will finance renovation works in selected hospitals, helping reduce energy consumption and operating costs while improving conditions for patients and medical staff.
With this additional funding, the total investment in the modernization of 10 public hospitals of national importance in the country will reach €72.4 million. Financed by the European Union, the European Investment Bank and the European Bank for Reconstruction and Development (EBRD), the project will improve conditions for more than one million patients treated annually in these hospitals and for more than 10,000 healthcare professionals. At the same time, it will reduce energy consumption by approximately 40% and contribute to strengthening the Republic of Moldova’s energy security.
Under the project, approximately 203,000 square metres of hospital space will be renovated nationwide by the end of 2028. Planned works include thermal insulation of buildings, replacement of windows and doors, modernization of heating, ventilation and air-conditioning systems, installation of energy-efficient lighting and photovoltaic panels, as well as improvements to building accessibility and fire safety measures.
Prime Minister of the Republic of Moldova Alexandru Munteanu said: “I thank the European Union for standing by us not only through political support, but also through investments that reach our communities. Europe is not only about institutions and decisions made in Brussels or Luxembourg. Europe is about the hospitals we turn to when we need care. Hospitals that will consume less energy and be able to allocate more resources to patient care. It means better living conditions. And that is exactly what we are building together.”
Minister of Energy of the Republic of Moldova Dorin Junghietu said: “The buildings sector is one of the largest energy consumers in the Republic of Moldova, and improving the energy efficiency of public buildings is one of the fastest and most effective ways to reduce energy consumption and related costs, while also strengthening energy security. This project will contribute to the modernization of essential public infrastructure, generate significant savings and support the Republic of Moldova’s long-term climate and sustainable development objectives.”
EU Ambassador to the Republic of Moldova Iwona Piórko said: “EU support is delivering tangible benefits for people across the Republic of Moldova. More energy-efficient healthcare facilities provide better conditions for patients and medical staff, reduce energy costs and contribute to improved healthcare services. Beyond the financial support provided, this investment reflects our commitment to supporting the sustainable development of the Republic of Moldova and its path towards a greener and more resilient future.”
EIB Vice-President Karl Nehammer, responsible for the Bank’s operations in the Republic of Moldova, added: “When we talk about the healthcare system, we usually think about doctors, nurses and treatments. However, the quality of healthcare also depends on the conditions in which it is provided. A warm hospital in winter, reliable heating systems, proper ventilation and a comfortable environment for patients and medical staff all contribute to better healthcare services. This investment will support the modernization of healthcare facilities across the Republic of Moldova, improving conditions for patients and healthcare professionals, reducing energy costs and increasing their resilience.”
