Energy Efficiency Programs Supported by the German Government Reviewed, Activities Planned for the Next Two Years

State Secretaries at the Ministry of Energy of the Republic of Moldova, Carolina Novac and Vitalie Mîța, participated today in a working workshop to plan activities for the E4M project, implemented by GIZ in support of the energy sector.
The workshop aimed to align the activities of the E4M and FELICITY projects with the activities of the Ministry of Energy and the National Center for Sustainable Energy (CNED), and to adjust them for implementation in 2026. Progress and implementation plans were reviewed for the EcoVoucher program, the Energy Efficiency Fund in the Residential Sector (FEERM) for small apartment blocks, and CNED financing products, including passive houses. Compliance with energy efficiency policies was also examined, including the introduction of Energy Performance Contracts (EPCs), implementation of energy efficiency information systems (EMIS), development of passive houses, and digitalization of the energy sector.
The new State Secretary, Vitalie Mîța, assumed responsibility for coordinating energy efficiency policies. He thanked development partners for their support and emphasized the sector’s importance for Republic of Moldova, which has significant potential to improve energy efficiency, particularly in the building sector. “Our expectations are clear: better coordination, stronger implementation capacity, and tangible impact for households, local public authorities, and public institutions,” stated Vitalie Mîța.
For her part, Carolina Novac highlighted that energy efficiency is no longer a sectoral issue in Moldova but a strategic tool for strengthening energy security, protecting consumers, and ensuring the sustainability of public investments. “In recent years, we have made important steps in policy development, institutional strengthening, and program design. The current challenge is to ensure that these efforts translate into coherent and measurable results,” Carolina Novac noted.
The “Energy Efficiency and Renewable Energy for Moldova” (E4M) project is implemented by GIZ together with the Government of the Republic of Moldova, financed by the German Government, and co-financed by the European Union, Norway, and Denmark.
