Better district heating services for the capital's residents in the new heating season

About 10 thousand families and a number of public institutions in the capital will benefit from much better district heating services and increased energy efficiency, starting from the new heating season. At the same time, Termoelectrica S.A. will operate with high operational efficiency in the process of producing thermal and electrical energy, as well as a saving on electricity consumption of up to 10 million lei per year.
The improvements are due to a project to improve the efficiency of the centralized thermal energy supply system in the municipality of Chisinau, financed by the World Bank and implemented by the Ministry of Energy, through the Consolidated Unit for the Implementation and Monitoring of Energy Projects (UCIPE).
During a press tour, where the completed projects were presented, the Minister of Energy, Victor Parlicov, mentioned that from a technical point of view, the centralized system in Chisinau is one of the most efficient in Eastern Europe, but due to the fact that for 30 years investments in heat distribution in blocks of flats were ignored, consumers do not feel that performance of centralized systems. "In reality, centralized systems can be both qualitative and competitive in terms of costs. For this we must invest in blocks of flats. Through such projects we come to improve the infrastructure in blocks of flats and the production infrastructure, offering residents quality and modern services".
In this context, the director of UCIPE, Ruslan Surugiu, mentioned that one of the main indicators pursued by the state and development partners in such projects is energy efficiency, the savings that both tenants and the heat supplier can have: "In addition to all the benefits regarding the improvement of the quality of services, the possibility of regulating energy consumption, the preparation of hot water directly in the basement of the building, in residential blocks with PTIs, according to calculations, the savings in heat energy consumption are about 10%. At the same time, thanks to the modernization of the pump, Termoelectrica S.A. will be able to recover its investment in about 3 years, saving up to 10 million lei annually".
"The individual heat point is a group of mechanisms that comes to take the heat agent from the pipe next to the block and intelligently carry it inside the block. If it is hot outside, it has a temperature sensor, which automatically adjusts according to need, thereby reducing consumption, improving circulation, plus we decided that the PTIs should have two heat exchangers, so it also works for heating and for preparing hot water", added the interim director of Termoelectrica S.A., Iurie Razlovan.
Regarding the modernization of the pumping installation for supplying steam boiler no. 2 of the Power Plant with Heating, Source-1, the speakers emphasized that this will automate and streamline technological processes, but also reduce electricity consumption when producing energy within source no. 1. At the same time, the speakers emphasized that in order to ensure the continuity of the modernization of Termoelectrica S.A. infrastructure, within the same project, an international tender was launched for the construction of two high-performance combined heat and power plants (CHPs) with a total electrical power of approximately 55 MW (or higher) and thermal power of at least 43 Gcal/h. Another component of the project focused on the development of the enterprise provides for the preparation of a comprehensive feasibility study that will identify solutions for the development and diversification of thermal and electrical energy production sources, from the perspective of installing new high-efficiency thermal and electrical energy production plants within Termoelectrica S.A
