The Ministry of Energy and Termoelectrica S.A. organized an information visit in the courtyard of the residential building located at 28 Moscow Boulevard in Chișinău, aimed at informing residents about the benefits of the “Optimization of the District Heating System” (OSACET) project and the opportunities for energy modernization of residential buildings connected to the district heating system.

The residential building at 28 Moscow Boulevard already benefits from an Individual Heating Substation (IHS), which enables the automatic adjustment of heat consumption according to outdoor temperatures and the actual needs of consumers. The implementation of horizontal heat distribution is the next important step towards increasing energy efficiency and reducing costs for residents.

During discussions with residents, Minister of Energy Dorin Junghietu and Director General of Termoelectrica S.A. Iurie Razlovan presented the benefits of implementing horizontal heat distribution, a modern autonomous centralized system that enables individual management of heat consumption, increasing comfort and energy efficiency in homes. The mechanisms through which homeowners’ associations can apply for energy efficiency works under the project were also explained.

Minister Dorin Junghietu emphasized the importance of modernizing the residential building stock and promoting energy-efficient solutions:

“Investments in energy efficiency mean lower bills, greater comfort, and responsible energy consumption. It is important for residents to be informed and actively involved in the modernization of residential buildings, because together we are building more efficient, comfortable, and sustainable communities. We have prepared and are implementing the largest urban energy efficiency project in the history of the Republic of Moldova, with a direct impact on more than 500,000 heat energy consumers.”

The project provides for a comprehensive modernization of the heating system in the municipality of Chișinău through the installation of approximately 2,500 Individual Heating Substations, the replacement of outdated heat distribution systems with horizontal systems in more than 1,600 residential buildings, as well as the implementation of energy efficiency measures in 57 residential buildings.

Iurie Razlovan highlighted that the modernization of the heating infrastructure directly contributes to improving the quality of services provided to consumers and developing a modern, efficient district heating system focused on citizens’ needs. He also emphasized the essential role of residential building administrators in mobilizing communities, informing residents, and supporting energy efficiency efforts. Effective cooperation between residential building managers and Termoelectrica S.A. facilitates communication with residents and contributes to the successful implementation of the project, aimed at increasing comfort and reducing energy consumption.

Termoelectrica will organize information meetings with residents of the buildings scheduled for energy efficiency improvements to present the available solutions and opportunities for energy modernization.

The “Optimization of the District Heating System” (OSACET) project is implemented with the support of the Government of the Republic of Moldova and the Ministry of Energy of the Republic of Moldova and is financed by the European Bank for Reconstruction and Development (EBRD), the European Investment Bank (EIB), the Eastern Europe Energy Efficiency and Environment Partnership Regional Fund (E5P), and the European Union’s Neighbourhood Investment Platform (EU-NIP) – Moldova-Romania Interconnection, Phase I.
