ANRE Sets Fixed Tariffs and Ceiling Price for Electricity Production from Renewable Sources

The Board of Directors of the National Energy Regulatory Agency (ANRE) today approved fixed tariffs and the ceiling price for electricity produced from renewable sources, including for the upcoming tender for the construction of 170 MW wind farms with 44 MWh battery storage.

 

The ceiling price for these projects has been set at 1.44 MDL/kWh.

 

The new round of tenders marks a first for the Republic of Moldova by including the energy storage component, aimed at increasing the flexibility and reliability of the national energy system. The tender documentation will be consulted with the business community by the end of October, with the submission of bids planned for January–March 2026, and the winners expected to be announced in June 2026.

 

Additionally, ANRE has established fixed tariffs differentiated by eligible production technologies for small eligible producers:

 

  • Biogas (animal manure and agricultural waste) – 2.37 MDL/kWh

  • Solid biomass (direct combustion) – 2.30 MDL/kWh

  • Biogas (municipal solid waste) – 2.04 MDL/kWh

  • Biogas (municipal liquid waste/sewage) – 2.36 MDL/kWh

Small eligible producers are authorized by ANRE, with installed capacity from 10 kW to 1 MW for photovoltaic plants, or 10 kW to 4 MW for wind plants.

ANRE notes that the level of tariffs and fixed prices was established based on international trends in investment and operational costs for renewable technologies, as confirmed by IRENA reports and other specialized studies. Local conditions were also considered, including resource availability, technical specifics of Moldova, and the projected 2025 exchange rate of 18.26 MDL per USD, as provided by the State Budget Law.

Currently, three support mechanisms are applied in Moldova to guarantee the purchase of surplus green energy and help producers recover their investments:

 

  • Net metering, which replaced the previous net billing mechanism as of 1 January 2024, applicable to small producers for self-consumption;

  • Fixed tariff for 15 years, for plants up to 1 MW photovoltaic or 4 MW wind;

  • Fixed price for 15 years, for plants larger than 1 MW photovoltaic or 4 MW wind, with capacities allocated through tender.

By the end of August 2025, the total installed capacity of renewable energy sources in Moldova reached a new record of 858.5 MW, including an impressive 74 MW added in August alone, and over 279 MW compared to the previous year.

 

Data for August show that solar energy dominates the renewable mix, representing 70% of installed capacity (605.6 MW), followed by wind energy at 27% (229 MW), and hydro and biogas totaling 3% (23.9 MW). Almost half of these capacities were developed through state-regulated support mechanisms — net metering, fixed tariff, and fixed price — confirming the effectiveness of public policies in stimulating green investments.

 

In August alone, 60 MW of new photovoltaic plants were installed under the “fixed price” mechanism, reflecting the growing interest of investors in clean energy and the sustainable transformation of the national energy sector.
