Working Meeting on Preparation for Chapter 15 – Energy in the EU Integration Process

The preparation process for negotiations on Moldova’s accession to the European Union, particularly regarding Chapter 15 – Energy, was discussed during a working meeting organized with experts providing technical assistance to the Ministry of Energy, focusing on planning the stages of European integration.
During the meeting, the main European energy regulations were analyzed, as well as the current status of alignment with the EU acquis. Discussions focused on identifying legislative, institutional, and technical adjustment needs, as well as developing phased proposals for implementation.
Special attention was given to energy efficiency and the energy performance of buildings, in the context of Directive (EU) 2023/1791 and Directive (EU) 2024/1275, discussing both the measures required for gradual implementation of European standards and their impact on energy consumption, costs, and national infrastructure.
In the field of natural gas and petroleum products, Council Directive 2009/119/EC was analyzed, which requires the maintenance of minimum stocks of crude oil and/or petroleum products. In this context, the request for a transition period was discussed to achieve the 100% storage obligation, equivalent to 90 days of average daily net imports.
Provisions regarding the internal electricity market, based on Regulation (EU) 2019/943, were also examined, as well as aspects related to the promotion of energy from renewable sources, according to Directive (EU) 2018/2001, with discussions on ways the country can support the transition to renewable sources and effective integration into the European energy market.
The meeting concluded with a constructive question-and-answer session, which helped clarify technical aspects and strengthen cooperation among participants, supporting the continuation of the preparation process for negotiations.
