The Ministry of Energy invites companies to participate in tenders for modernizing the district heating systems in Chișinău and Bălți

The Ministry of Energy of the Republic of Moldova invites local and international economic operators to participate in tenders and public procurement procedures dedicated to the modernization of centralized heating systems in Chișinău and Bălți, within the framework of the District Heating Efficiency Forum, held on February 27, 2026.
The event aimed to transparently present ongoing strategic projects and to launch a campaign inviting local and international companies to actively participate in their implementation. Representatives of the business community in construction, engineering, energy technologies, and project management are encouraged to explore the opportunities offered and take part in the upcoming public procurement procedures and tenders.
The forum provided a detailed presentation of planned investments for modernizing heat distribution systems, installing individual heating substations, expanding horizontal distribution, and developing domestic hot water services. At the same time, it served as a platform for dialogue between public authorities, development partners, and financial institutions, where technical solutions, implementation stages, and the investment timeline were discussed.
The event was attended by the State Secretary of the Ministry of Energy, Vitalie Mîța, who emphasized that in recent years the institution has made sustained efforts to attract external funding and strengthen strategic partnerships in the thermal energy sector. According to him, in the current regional context, cooperation with international financial institutions and development organizations is a key element for modernizing infrastructure and accelerating the transition to an efficient, secure, and sustainable energy system.
“A relevant example in this regard is the project Optimization of the centralized heat supply system in the municipality of Chișinău, a major investment program worth €326 million, financed by the European Bank for Reconstruction and Development and the European Investment Bank, which will be implemented over seven years within the district heating network managed by Termoelectrica S.A.,” stated Vitalie Mîța.
The State Secretary specified that 2,510 individual heating substations are expected to be installed in Chișinău, along with the implementation of 57 pilot energy efficiency projects in residential buildings and the transition to horizontal heat distribution in 1,665 multi-storey residential buildings.
“Most residential buildings were constructed during a period when energy efficiency standards were much lower than those applied today. Thermal rehabilitation of buildings, the introduction of horizontal heat distribution, and the implementation of individual metering will allow consumers to manage energy consumption more efficiently and reduce heating costs,” emphasized Vitalie Mîța.
At the same time, in the municipality of Bălți, the project “District Heating System of Bălți Municipality – Phase II” is being implemented, with CET-Nord S.A. as the beneficiary, financed through a loan provided by the European Bank for Reconstruction and Development, complemented by concessional financing and grants.
The project предусматривает installation of individual heating substations in 166 residential buildings and the development of horizontal distribution networks and domestic hot water supply in 296 residential buildings. Through these investments, approximately two-thirds of consumers in the municipality of Bălți will benefit from modernized services.
The District Heating Efficiency Forum is organized under the auspices of the Government of the Republic of Moldova, with the support of the European Bank for Reconstruction and Development and the European Investment Bank, as part of national efforts to modernize the energy sector and achieve Moldova’s climate objectives.
