The Energy Strategy of the Republic of Moldova for 2026–2050 has been finalized and approved today by the Government, following a comprehensive environmental assessment procedure and consultations with the competent authorities, including those of Romania and Ukraine.

The Energy Strategy is the main public policy document that will guide the development of the energy sector over the next 25 years. It sets out the country’s long-term vision for building a secure, competitive and resilient energy system, fully integrated into the European energy market, while supporting economic development and the European integration process.

“Over the past years, we have demonstrated that the Republic of Moldova can overcome its historical energy dependencies. The Strategy for 2026–2050 turns this experience into a long-term development vision. It is the document that will guide the investments and reforms needed to ensure that energy, in the context of achieving climate neutrality, becomes a competitive advantage for the economy and a pillar of European integration,” said Minister of Energy Dorin Junghietu.

The Strategy builds on the major transformations achieved in recent years, including the synchronization of the national electricity system with the continental European system operated by ENTSO-E, the diversification of gas supply sources and routes, the development of interconnections with Romania, and the country’s progressive integration into the European energy market.

At the same time, the document establishes the long-term development directions and priorities for the energy sector, taking into account both national needs and the broader European and regional context.

The Strategy was developed on the basis of energy modelling carried out for different development scenarios and following consultations with public authorities, external partners, energy system operators, the business community, professional associations and civil society organizations.

The Energy Strategy sets out a number of long-term targets aimed at reducing the country’s energy dependence and increasing the resilience and sustainability of the energy system.

By 2050, the Republic of Moldova aims to:

  • reduce the share of imported energy from more than 77% to 40%;
  • ensure that at least 85% of domestic electricity generation comes from renewable energy sources;
  • increase the share of electricity in final energy consumption from 12% to 65%;
  • reduce energy intensity from 0.298 to 0.061 tonnes of oil equivalent per EUR 1,000.

The Strategy provides a comprehensive overview of the current state of the national energy sector, the global, European and regional context, as well as the main challenges and opportunities. It sets out the development vision for 2050, general objectives and priorities for each segment of the energy sector, together with intermediate and final monitoring indicators and mechanisms for evaluating implementation.

Energy security remains a key priority. The Strategy provides for the diversification of energy supply sources and routes, the development of transport and interconnection infrastructure with EU Member States, the expansion of domestic generation and energy storage capacities, and measures to increase the resilience of the energy system to geopolitical, climate-related and cyber risks.

The Strategy envisages a competitive electricity market fully integrated into the European market. This will require the modernization of transmission and distribution infrastructure, accelerated digitalization, strengthened cybersecurity and the expansion of system capacities to accommodate the growing share of renewable energy.

Investments will also be needed to ensure that the electricity system can manage increasing volumes of renewable generation. Energy storage and flexibility services will play an increasingly important role in maintaining system stability and ensuring efficient market operation.

Renewable energy will become an increasingly important component of Moldova’s energy mix. The Strategy focuses on the development of solar, wind and biomass resources, the attraction of private investment and the creation of a low-carbon energy mix aligned with European climate objectives.

The expansion of renewable energy will also support the electrification of transport and of heating and cooling, contributing to the gradual reduction of fossil fuel use.

Natural gas will continue to play a role in maintaining energy system stability and supporting electricity generation, while its role is expected to evolve over time.

The Strategy provides for continued diversification of gas supply sources, the development of regional infrastructure and a competitive gas market. In the longer term, infrastructure will also need to be prepared for the integration of low-carbon gases and hydrogen.

Improving energy efficiency is another major priority. The Strategy envisages the renovation of the building stock, improvements in the energy performance of buildings, modernization of heating and cooling systems, reductions in energy consumption in the public sector, and the wider adoption of energy-efficient technologies in industry and households.

Digital technologies will play an increasingly important role in monitoring and managing the energy system. The Strategy promotes the deployment of smart monitoring and management solutions, while strengthening the protection of critical energy infrastructure and cybersecurity.

The development and deployment of new energy technologies, including energy storage, hydrogen and other low-carbon solutions, will contribute to the transformation and modernization of the energy sector and support the country’s long-term decarbonization objectives.

The Energy Strategy for 2026–2050 aims to reduce the country’s vulnerability and exposure to external shocks, attract private investment and support the development of a competitive economy. At the same time, it sets the framework for achieving climate neutrality by 2050 and advancing the Republic of Moldova’s European integration path.

The Ministry of Energy invites public authorities, businesses, non-governmental organizations, academia and citizens to familiarize themselves with the Energy Strategy for 2026–2050 and contribute to its implementation.
