The Ministry of Energy welcomes the introduction in the United States Congress of the bipartisan “Promoting Oversight With Energy Resilience for Moldova Act” (POWER Moldova Act of 2026), introduced by Representatives Deborah Ross and Mike Lawler, co-chairs of the Congressional Moldova Caucus. The initiative aims to strengthen the energy security of the Republic of Moldova and support the country’s efforts to reduce its dependence on Russian energy resources.
According to the sponsors, the bill provides for deeper cooperation between the Republic of Moldova and U.S. energy authorities, monitoring progress in the development of energy infrastructure, and facilitating the exchange of information on modern energy technologies and renewable energy sources. The initiative reflects the bipartisan support Moldova enjoys in Washington and recognition of the progress made in recent years in strengthening the country’s energy security. The bill requires the U.S. Secretary of State, in coordination with the Secretary of Energy, to submit a report to Congress within 180 days of enactment. The report would assess Moldova’s energy production, imports and consumption, pricing and billing practices, as well as vulnerabilities in the country’s energy infrastructure.
The document also calls for an assessment of international cooperation with Moldova in the areas of institutional preparedness, exchanges with the United States, military-to-military relations and enhanced interoperability. In the energy sector, the report would assess the development potential of geothermal, solar and wind energy, as well as feasibility, investment needs and implementation barriers.
In recent years, the Republic of Moldova has undergone one of the most significant energy transformations in Europe, substantially reducing its dependence on gas and electricity from the Russian
Federation, diversifying its sources of supply and accelerating its integration into the European energy market. These efforts have become all the more important in the context of Russia’s war against Ukraine and repeated attacks on energy infrastructure in the region.
The United States is one of the Republic of Moldova’s most important partners in strengthening energy security. The U.S. Government has reaffirmed its readiness to provide grant funding for the construction of the 400 kV Strășeni–Gutinaș overhead power line, one of three electricity interconnection lines between the Republic of Moldova and Romania. The announced grant amounts to approximately USD 130 million, while the project is currently at the stage of preparing a pre-feasibility study.
At the same time, Moldovan-American cooperation in the energy sector also includes private investment initiatives aimed at developing new electricity generation capacity. Last year, a memorandum of understanding was signed with U.S. companies for the development of a natural gas-fired power plant with a total capacity of approximately 100 MW. The project will contribute to strengthening the resilience of the electricity system and reducing dependence on imports.
The continued support provided by U.S. partners contributes to the Republic of Moldova’s strategic objective of integrating into the European energy market and building a modern, secure and competitive energy system.
