New Solutions for Building Energy Performance Certificates

Representatives from several IT companies and industry specialists were informed about the development potential of a digital system for the preparation and issuance of building energy performance certificates. The informational workshop took place today, October 22, at the Ministry of Energy.

 

During the opening of the event, the Secretary of State of the Ministry of Energy of the Republic of Moldova, Carolina Novac, emphasized that energy efficiency is a priority for the Government of the Republic of Moldova. She noted that this system represents a step toward the digitalization and automation of processes in the energy sector, as well as alignment with European standards. Moreover, the system is also a prerequisite in the process of accession to the European Union.

 

In this context, Ruslan Surugiu, Director of UCIPE – the Energy Projects Implementation Unit, mentioned that the tender for selecting a company to develop the digital system for preparing and issuing building energy performance certificates will be launched soon. This investment package is part of the “Sustainable Transition through Energy Efficiency in Moldova” (STEEM) Project, financed by the World Bank.

 

Ion Muntean, Director of the National Center for Sustainable Energy (CNED), highlighted that the need to develop such a system arose in the context of implementing Law 282/2023 on the energy performance of buildings and Government Decision no. 144/2025 regarding the establishment and approval of the concept of the Integrated Information System “SINEE.” The decision stipulates that all activities related to the preparation and issuance of energy performance certificates, as well as the preparation of inspection reports for heating, ventilation, and air conditioning systems, will be carried out through the “Building Energy Efficiency” Information Subsystem (SIEEC).

 

Additionally, CNED representatives explained at the event that SIEEC is only one of the key components of the SINEE platform. In parallel, other IT modules will be developed to support institutional efficiency and public access to data:

 

  • CNED Public Portal – for open access to relevant information, documents, and electronic services;

  • Electronic Register of Energy Efficiency Specialists (SIRSEE) – for registering, updating, and managing information about authorized specialists;

  • Data Analysis and Report Generation Platform – for automatically producing statistical and administrative reports;

  • System Administration and Functionalities Subsystem – for integrating and securing all IT applications under a single administrative framework.

The STEEM Project is implemented by the Government of the Republic of Moldova through the Ministry of Energy and UCIPE, with support from the International Bank for Reconstruction and Development (IBRD) and the Multi-Donor Trust Fund (MDTF) “Moldova – Development, Resilience, and Opportunities for Wellbeing (M-GROW),” managed by the World Bank Group. The beneficiary of this project component is CNED.
