The Cabinet of Ministers has recently approved amendments to the Land Code, allowing the installation of wind farms, biogas facilities, and energy storage systems on agricultural land. The legislative initiative was proposed by MPs Radu Marian and Ion Babici and developed with the support of the Ministry of Energy.
These measures will support the development of renewable energy by creating new investment opportunities and reducing dependence on fossil energy sources.
Why are these amendments important?
Capacity Expansion: The Republic of Moldova currently has only 160 MW in wind farms and 7 MW in biogas facilities. The amendments will enable the use of agricultural land for these installations, contributing to the expansion of national capacity.
Energy Stability: These adjustments will enhance the stability of the energy system and support the optimal integration of renewable resources.
Support for the Circular Economy: The projects will promote more efficient energy use and reduce environmental impact.
Simplification of Bureaucratic Processes: Administrative barriers will be eliminated, providing a clear and predictable legal framework for investors.
Additionally, through the Government’s advisory opinion, certain improvements to the draft law have been proposed to clarify specific provisions and ensure efficient implementation.
These include adjustments related to the approval process of project documentation and additions aimed at preventing potential legislative gaps.
