The Ministry of Energy will negotiate a Loan Agreement for the modernization of the district heating system in Chisinau

The Ministry of Energy will negotiate with the European Bank for Reconstruction and Development (EBRD) a Loan Agreement worth 143.5 million euros for the “Optimization of the centralized district heating system in Chisinau”. A decision in this regard was approved today at the meeting of the Cabinet of Ministers.

The investment works will include the installation of 2,510 Individual Thermal Points (ITPs) and the transition of 1,665 blocks to horizontal distribution of the heat agent, which will contribute to reducing heat losses by up to 30%. Thus, consumers will have the opportunity to connect/disconnect the heating in apartments and will be able to independently regulate energy consumption.

The project will also include works on enclosing the blocks, the rehabilitation of primary heating networks and the construction of two pumping stations. In addition to optimizing thermal energy consumption, these measures will contribute to reducing costs for consumers and to a positive impact on the environment, by reducing carbon emissions associated with the district heating system.

The total value of the project is 326 million euros, of which approximately 40 million will be provided in the form of a grant.

The negotiating team, led by Minister Victor Parlicov, is to clarify the financial conditions for the allocation, utilization and repayment of the loan, the conditions for the entry into force and amendment of the Agreement and other technical aspects.
