The Government Invests Over €326 Million in Modernizing the Centralized Heating System in Chișinău

Residents of Chișinău will reduce their thermal energy consumption by 30% thanks to investments in optimizing the city's centralized heating system. The Cabinet of Ministers has approved the ratification of the Loan Agreement between the Republic of Moldova and the European Bank for Reconstruction and Development (EBRD) for the implementation of the project, "Optimization of the Centralized Heating System in Chișinău."

The project entails a comprehensive modernization of the heating system in Chișinău, including the installation of 2,510 Individual Heating Points, converting 1,665 residential buildings to a horizontal distribution system for heat supply, implementing 57 pilot projects for thermal insulation of selected buildings, rehabilitating primary thermal networks, and constructing two pumping stations. These measures aim to reduce energy losses, increase energy efficiency, and enable consumers to save up to 30% on their heating bills.

This modernization is designed not only to enhance energy efficiency but also to improve residents' comfort by introducing individual metering, allowing consumers to manage resources more efficiently based on their specific needs. Consumers will have the ability to independently connect or disconnect heating in their apartments and adjust their energy consumption.

Additionally, primary energy (natural gas) savings will be achieved through combined heat and power production, further reducing Moldova's dependency on energy imports.

The EBRD’s contribution of €143.5 million constitutes a significant portion of the total project funding, which amounts to €326 million. The remaining financing is provided by the European Investment Bank and grants from the European Union and the Eastern Europe Energy Efficiency and Environment Partnership.
