The Activity and Qualification of Renewable Energy System Installers Will Be Regulated by a New Regulation

The Government approved today the Regulation on the procedure for the qualification and registration of installers of biomass-based boilers, furnaces or stoves, photovoltaic and solar thermal systems, shallow geothermal systems, and heat pumps — a document that modernizes and aligns the national framework with European requirements in the field of renewable energy.
The new Regulation introduces more clearly defined requirements for installers’ professional competencies and establishes an official qualification and registration mechanism aimed at ensuring the quality of work, the safety of installations, and consumer protection. The document sets out the necessary legal framework for the qualification and registration of installers of systems using renewable energy sources, defines the mandatory requirements applicable to them, the rules for verifying installed renewable energy systems, as well as procedures for recognizing certifications or qualifications obtained in other countries.
The Regulation also provides for the recognition of certifications issued by accredited bodies in European Union Member States, contracting parties to the Treaty establishing the Energy Community, and countries with which the Republic of Moldova has concluded bilateral agreements in the field, thus facilitating professional mobility and the transfer of best practices.
An essential element of the new regulation is the introduction of the obligation of traceability of works. Installers will be required to keep records of installed systems and to submit every six months to the National Center for Sustainable Energy (CNED) a list of completed works, including relevant information about the beneficiary, the type of system, and technical characteristics. This measure allows for subsequent inspections, including in cases of defects, complaints, or security risks, and contributes to increased accountability in the sector.
The need for this Regulation is also supported by the current market situation. At present, only 38 photovoltaic system installers are officially registered, while estimates indicate that more than 100 qualified installers operate outside the regulated framework, without being monitored or included in official registers.
The adoption of the new regulatory framework will contribute to improving the quality of installation, the safety and efficiency of renewable energy systems, and strengthening consumer confidence in renewable energy technologies. At the same time, the project provides for the repeal of a regulation approved in 2018, which no longer corresponds to current market realities and technological developments.
The Regulation is part of the Republic of Moldova’s efforts to achieve its target of 27% renewable energy in gross final energy consumption by 2030, as undertaken through the Decision of the Ministerial Council of the Energy Community.
The Regulation is scheduled to enter into force six months after its publication in the Official Gazette, providing sufficient time to adapt professional training processes, update procedures, and complete installer registers.
